Dear officers of Indian Civil Accounts Service

First of all, I would like to congratulate you all for joining prestigious Indian Civil Accounts Service. You will be playing an instrumental role in the financial administration of the country. Civil Servants are expected to maintain highest standards of ethics and proficiency. As young Civil Servants you are expected to strive for excellence in public governance and uphold the values enshrined in the Constitution.

It gives me immense pleasure to be among you at National Academy of Audit and Accounts, the institution that nurtures the country’s sentinels of financial propriety. You are also responsible for sound financial management of the institutions under your purview. I congratulate you all for clearing the civil services examination and making it to the prestigious service.

I congratulate you all for cracking tough examinations and entering the prestigious services of the country. You are well placed to be the change agents in development journey of the country in the Amrit Kaal.

I convey my heartiest congratulations to all the students who have received their degrees today. I also congratulate all the teachers, parents, guardians and the staff members who have contributed to their education and are happy to see the students reach a major milestone in their life.

I am overwhelmed with happiness and gratitude after your elegant and traditional way of welcome. You are known for your generous hospitality and strong patriotism. I am indeed delighted to be here in these charming islands amongst you on this momentous occasion.

I convey to all the people of Kerala, my appreciation for your contribution in the overall development of the country and enhancing its image in the world.

This is my first visit to Kerala since my assuming the office of the President of India. Memories of the warmth and affection expressed by all of you are going to stay with me forever.

I am glad that my first visit to Kerala as President of India has brought me to Kochi to award the President’s Colour to INS Dronacharya, a premier Gunnery training establishment of the Indian Navy.

As the Supreme Commander of Armed Forces, I am happy to present the President’s Colour to INS Dronacharya, in recognition of the exceptional service rendered to the nation, both in war and peace.

I congratulate all personnel for their impressive turnout and well-coordinated drill today. This is a reflection of the high standards of training being imparted to you all.

I am pleased to join you at the inaugural ceremony of the International Engineering and Technology Fair 2023. I am delighted to note that IETF is celebrating the Silver Jubilee Edition of the biennial event which has covered an interesting path since its beginning in 1975.
