भारत की राष्ट्रपति श्रीमती द्रौपदी मुर्मु का भारतीय प्रशासनिक सेवा (आईएएस) के 2024 बैच के सहायक सचिवों के साथ मुलाकात के अवसर पर संबोधन(HINDI)

Dear officer trainees,

I congratulate each one of you for your joining the most aspired for service in the country. I am specially pleased to note that the share of women officers in this batch is forty-one percent. This has immense significance as an indicator and a driver of social change in our country.

The All India Services, especially the IAS, have played a major role in the development of our country. Now that the country has entered into a higher orbit of development, the expectations from the IAS are also higher.

As IAS officers, you will have the unique opportunity to work in diverse fields. On several occasions, you will be heading teams of experts in certain specialized areas. Therefore, the scope and pace of your learning must be very wide and rapid. Your ability to adapt to different areas and situations has to be exceptional.

Dear officer trainees,

Accepting status quo may often be the most convenient option, but not necessarily the best option. Recognizing when things need to change and having the conviction, ability and courage to see it through is the marker of an effective civil servant. Your neutrality will be an indicator of your fairness. Your sensitivity will be the measure of your commitment to inclusivity. Your credibility will be built on your transparency and sustained performance. Your integrity, defined by your personal and professional conduct, will give you the moral courage to act decisively in public interest.

You will have to blend compassion with rationality. You have to be sensitive without being sentimental. You have to follow the rules but not lose sight of the larger objectives.

As the officers at the top of the different services, your conduct will be subjected to the most rigorous public scrutiny. You have to be role models in your personal conduct.

Ethics and governance are the two sides of the same coin. You have to be honest and ethical. At the same time, you have to deliver results. IAS officers are expected to exercise the powers delegated to them.

Dear officer trainees,

Addressing IAS Probationers in 1947, Sardar Vallabhbhai Patel had said and I quote, ‘It will be your bounden duty to treat the common men in India as your own, or to put it correctly, to feel yourself to be one of them and amongst them...”. This statement becomes especially relevant in the context of our ongoing national efforts for mental decolonization. Some remnants of pre-independence practices and behaviour patterns still survive in certain areas of governance. Such practices must be eradicated. You have to contribute to this national objective.

प्रिय officer trainees,

हमारी परंपरा में, विद्यार्थियों को शिक्षा दी जाती रही है कि स्वाध्याय में प्रमाद नहीं करना चाहिए। प्रमाद का अर्थ है मानसिक आलस्य यानी mental laziness. आप सब ने प्रमाद नहीं किया है, आप सभी परिश्रमी और मेधावी हैं, यह सिद्ध हो चुका है। अब अच्छा अधिकारी बनने की आपकी यात्रा शुरू होती है। अच्छा अधिकारी बनने के लिए आपको निर्णय लेने में प्रमाद नहीं करना चाहिए। जनहित में निर्णय लेने वाले, ईमानदार और निष्ठावान अधिकारियों की समाज में प्रतिष्ठा होती है। मैं आशा करती हूं कि एक अच्छे अधिकारी के रूप में आप स्वयं को सिद्ध करेंगे और प्रतिष्ठा अर्जित करेंगे।

निर्णय न लेना नैतिकता नहीं है। जनहित और व्यवस्था के अनुरूप सही निर्णय लेना नैतिकता का सार्थक रूप है। जैसे न्याय में विलंब होना न्याय का निषेध माना जाता है उसी तरह प्रशासनिक निर्णयों में विलंब होना लोगों को उनके हितों से वंचित करने के समान है।

लोगों की आकांक्षा को साकार करना लोकतन्त्र का उद्देश्य है। लोगों की आकांक्षा निर्वाचित जन-प्रतिनिधियों के माध्यम से व्यक्त होती है। जन- प्रतिनिधियों द्वारा जनहित में उठाए गए मुद्दों को प्राथमिकता देना आपका कर्तव्य है।

अच्छा व्यवहार करना आपके code of conduct का हिस्सा है। देशवासी आपके fellow citizens हैं। जन-प्रतिनिधि राष्ट्र निर्माण की यात्रा में आपके सम्मानित सहयात्री हैं। समानता, सेवाभाव और विनम्रता आपकी पहचान होनी चाहिए। Notified Area Council (NAC) की सदस्य के रूप में और उसके बाद विधायक तथा राज्य सरकार में मंत्री के रूप में, मेरा अनेक प्रशासनिक अधिकारियों के साथ संपर्क हुआ था। जिन अधिकारियों ने जन- कल्याण के विषयों पर संवेदनशीलता और प्रतिबद्धता के साथ सहयोग किया था उनके प्रति सम्मान का भाव मेरे हृदय में सदैव बना रहेगा। Field posting के समय बाहर जा कर लोगों से, और उनके प्रतिनिधियों से संवाद बनाए रखना आपकी कार्यशैली को मजबूत बनाएगा।

लोक सेवा आप सब का धर्म है। मुझे बताया गया है कि ‘रहो धर्म में धीर, रहो कर्म में वीर’, राष्ट्रीय प्रशासन अकादमी के गीत का हिस्सा है। जिस तरह अग्नि का धर्म है जलना या जलाना, हिम का धर्म है शीतल रहना और शीतल रखना उसी तरह civil servant का धर्म है, लोगों की सेवा करना। आप सब कर्मयोगी हैं। लोगों की सेवा का कार्य करके आप स्वधर्म का निर्वाह करेंगे। अपना धर्म निभाने से यश मिलता है। मुझे विश्वास है आप यशस्वी बनेंगे।

प्रिय officer trainees,

बहती धारा के साथ बहते रहने में कोई प्रयास नहीं करना पड़ता। विकसित भारत के लक्ष्य को हासिल करने के लिए और हमारे समाज को प्रगति के शिखर तक पहुंचाने के लिए आप सब को कई बार धारा के विपरीत संघर्ष करते हुए आगे बढ़ना होगा।

आप सब को विश्व के सबसे बड़े लोकतन्त्र में लोगों के लिए काम करने का स्वर्णिम अवसर मिला है। आप field में हों या office में, भारत के लोगों को, विशेषकर वंचित वर्गों के लोगों को आप अपने विचारों और कार्यों के केंद्र में रखें। मुझे विश्वास है कि आप सब विकसित और समावेशी भारत के निर्माण में अमूल्य योगदान देंगे। मैं आप सब के स्वर्णिम भविष्य की मंगलकामना करती हूं।
