ADDRESS BY THE HON’BLE PRESIDENT OF INDIA  SMT. DROUPADI MURMU  ON THE OCCASION CALL ON BY STATE CIVIL SERVICES OFFICERS ATTENDING THE 127TH INDUCTION TRAINING  PROGRAMME AT LBSNAA

Dear officers of the Indian Administrative Service,

Your promotion and induction into the Indian Administrative Service is a very important career landmark for each one of you.

Your promotion to the Indian Administrative Service marks a transformation -- Transformation of your role and your mindset. With this elevation, your canvas of responsibility broadens, and your thoughts and actions are expected to be in the national perspective. The time spent by you at LBSNAA would have re-oriented you to be able to develop a pan- India outlook and analyse governance challenges with a collaborative approach.

As officers of state civil services, your efforts were based on state- specific priorities. You were instrumental in the well-being and development of people at the grassroots level, dealing with issues that directly impacted local communities. Even now you will be responsible for these issues but your role and responsibilities will further expand in scope and complexity. You are no longer administrators of just a region—you have to follow standards of governance at national level. Your work must align with the larger vision of Viksit Bharat—a developed India by 2047.

Dear officers,

You have already been administrators in your respective states for about 2 decades. I am sure that during this long period, you have gathered enough learnings and techniques in the field of governance that you can apply in your role as IAS officers. Your experience in the state administration can contribute in making policy decisions and implementing them as per the ground level needs and demands of the people.

Your contribution in inclusive development can be significant. Your efforts should specifically focus on ensuring that the marginalized and weaker sections are not left behind in the nation’s journey of transformation into a developed nation. When the people who are poor and deprived, experience growth and prosperity, only then we will be closer to realizing the goal of a developed nation.

Another area where I would like you to work with commitment is the area of sustainability and climate resilience. You should always be mindful of the impact of your actions on the environment. It is the responsibility of all of us to gift a healthier and safer planet to our future generations. I am confident that you would work towards ensuring this.

Dear officers,

Technology and innovation can play a huge role in achieving the goals that you set while performing your jobs. From improving service delivery to enabling data-driven decision-making, digital tools can help build efficient, transparent, and citizen-friendly governance systems. It is imperative that you embrace innovations in AI, e-governance and digital feedback mechanisms to ensure that government schemes reach the last mile.

At the same time, you should never lose sight of the foundational values that define the Indian Administrative Service. I urge you to uphold integrity in your conduct, ensure transparency in your actions, and maintain accountability. You should exercise authority with empathy, fairness, and impartiality. You are expected to lead by example and stay rooted in values that reflect the spirit of public service.

I would also like to highlight the need for each of you to be aware about your physical, mental and emotional health. You would be able to perform your best in all kinds of situations if you ensure your fitness in all respects.
